Upper Rogue Cal Ripken Division Rules

T-Ball Division Rules 01/04/06

1. 4-6 year old boys and girls are eligible for t-ball.

2. Teams will play no more than 2 games per week.

3. Complete games shall consist of 4 complete innings or a 1 1/2 hour time limit whichever comes first.

4. Playing line-up shall be 10 players defensively. The entire roster shall bat each inning and bench players must rotate in every inning. There will be NO strikeouts. When a defensive out is made, the batter is out, and shall return to the bench.

5. Each player shall bat at least once and play 1 inning in the field.

6. Managers & Coaches of the offensive team will be the umpires and can coach the batter and base runners. Managers & coaches of the defensive team will be allowed on the field during play to coach and guide the defensive players. ( Limit of 3 )

7. A 1/2 circle in front of homeplate with a radius of 15 feet shall be chalked in fair territory from 3rd base line to 1st base line. Anything hit outside the radius constitutes a fair ball; likewise anything not hit past the radius is a foul ball. If the tee is hit causing a ball to fall, it shall be a fall ball. All normal fouls shall be called.

8. Base runner must stay in contact with the base until the ball is hit from the tee. Runner leading off shall be returned to the base . When possible baselines should be 50 feet.

9. Only umpire/manager can return to the tee.

10. All catchers MUST wear protective gear at all times!

11. Play will stop and time called when ball is in control of an infielder in position and the runner cannot advance.

12. Headfirst sliding is not permitted. Infield fly rule doesn't apply.

13. There may be 1 adult coach in coaches box, and 1 adult or supervised player in the other coaches box, and 1 adult coach on the field for instuctional purposes.

14. Players not involved in play must remain seated in the dugout. The on deck position is permitted, as long as there is a parent / coach to super vise and the on deck batter is wearing a hemet.

15. Line up cards will be used for the purpose of keeping the batting roster straight. No runs shall be counted but tally of out should be kept to encourage better defensive play. The t-ball program is instructional not competitive.

16. No team standings shall be kept. Participation pins/ medals will be presented at closing ceremonies and BBQ.

17. There shall be no forfeited or protested games. If one team does not have enough players and both teams are at the filed, the team with the full roster can lend players to the other team and continue play.

18. All players must wear league provided uniforms, especially hats & jerseys.

19. This division is to help develop fielding,throwing,and batting.Encourage all of the kids and HAVE FUN!!!

 

Rookie Division Rules 01/04/06

1. Boys 6-8 can play rookie baseball Girls 6-8 can play rookie softball.

2. There will be 9 players on the field; you may use 1 extra if enough players are present.

3. Coaches will pitch the first 2 innings ( 3 strikes for an out ) , and players will pitch the last 2 innings. All pitchers will pitch from 35 feet from homeplate. Girls will pitch underhand, and boys overhand.

4. Baselines are 50 feet.

5. The batting order shall consist of 9 batters or 3 outs in an inning. The order will follow regardless of which players are used in defense in a particular inning. ( All rostered players will bat).

6. Pitcher ( player ) will pitch 4 pitches to each batter. If the batter does not put the ball into play or strike out within the first 4 pitches, the manager will then resume pitching. The count shall continue until the batter either hits or strikes out. There are no walks.

7. No stealing bases, No advancing on a passed ball by the catcher.

8. Over throw: on any attempted play at a base, the runner or runners will be permitted to advance at their own risk, but no more than 1 base.

9. The inning is over when 3 outs are made or when 9 players have batted 1 time. Umpire/ Manager shall announce " Last Batter" . This division is to develop hitting,fielding, and throwing. No standings are to be kept, encourage the kids to have fun!

10. On last batter, a defensive play must be made in the field prior to the ball being thrown home.

11. There may be 1 coach in each coach's box, and 1 adult/coach on the field for instructional purposes.

12. No infield fly rule.

13. On deck position is permitted but player must be wearing a helmet.

14. No head first sliding!

15. Games shall consist of 4 complete innings or a 2 hour time limit, whichever comes first. Weeknight games start at 5:30 and play will suspend no later than 8:00pm.

16. Umpires for the rookie division can be a parent, coaches, or any boy/girl over the age of 12.

17. All players must wear league provided uniforms, especially hats & jerseys.

18. Every player on a team roster will play in a game a minimum, of 6 consecutive defensive outs and bat at least 1 time. Teams with more than 12 players may reduce the rule to 3 defensive outs and 1 at bat.

19. Players not involved in the game must remain in the dugout.

 

Softball 12U-Ground Rules

These rules are to be upheld by all Managers & Coaches involved in Upper Rogue Babe Ruth Softball (Upper Rogue Cal Ripken), in addition to or the same as the Babe Ruth Softball 12 U Rules.

1.  All games start at 5:30 unless otherwise noted on the schedule.  NO NEW INNING TO START AFTER 2 HOURS.  There is a 6 run limit per inning, until the 6th inning and then it is unlimited.  Open inning for unlimited runs can only be used in the sixth inning.  Games called because of the time limit will be considered a regulation game regardless of the number of innings played.

2.  Adult base coaches are allowed on first and third as long as there is a coach in the dugout.

3.  You are allowed only one Manager and two coaches in the dugout wiht one team.  Everyone else is to stay out.  Bat boy/girl is optional, but needs to be listed on roster for insurance purposes.

4.  Pitching-See 0.06 Pitching Limitations in the Babe Ruth Softball rulebook 12U Softball division.  DO NOT have the batter look for a walk.

5.  EH (extra hitter) option can be used.  This player will be indicated in the line-up as the EH.  The EH will be treated as any other starter, and the position cannot be eliminated during the course of the game. (See Rulebook pg.14)

6.  Base Running-Exception to Rule 7.13, for the regular season URCR softball has adopted this rule:  In the 12U division, base runners shall not leave their bases until the pitched ball has reached the batter.  For violation, base runner will be called out.  For tournament competition, rule 7.13 will apply.

7.  No jewelry.  Exception Medical ID Bracelet.

8.  All players are to remain in the dugout.  No running to the concession stand or sitting in the bleachers.  Players need to get permission from the Manager to leave dugout for any reason (restroom etc)  Another player or adult should accompany them.
